Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
While Budgie 11 will use the relative system instead of absolute positioning directly (and internally calculating the absolutes), Budgie 10.10 will likely end up shipping with wdisplays and dealing with propagating head changes from wlr directly into the config for persistence. This includes reading it back.
Therefore we need a shim mode (rewriting config bits in the process) to support this.
