This issue is to track work in the following:

Adding and removing Tracks from an Album to a Playlist
Adding and removing the currently playing track via the Playerbar
Removing tracks from a Playlist via the Playlist page.

In the case of 1 and 3, these should be done using a mix of a GtkActionBar and our popover component.
